if its an explanation your looking for, or a theory of how this can happen ill give you one.

now thinking this o ring is rotted and hard and has a few stress cracks from the endless heating and cooling, this is how its possible.
every time this motor is boosted the valve cover builds with psi. because the pvc check valve is either missing or seased in its operation and with the valve cover building with psi the oil is being blown out the shaft, its not leaking out, its being blown out on every boost.
its probably why he`s been stuck at base boost for the past year or so.
but back to the oil, when its blown out the front of the motor it hits the back of the distributor cup and when the oil drips down it enters one of the four small holes on the back of the distributor cup, heck the oil is probably being blown right into one of these holes.
with this happening you will find oil in the distributor cap.

however this theory would only work if this was a turbo-ed application motor,... is it? i dont know i didn't look, 1 sec. let me look.
hmmm ok its an non turbo, so the theory still stands.
cuz there would be no need for the pcv check valve, and im sure even though its a na the motor might go under a slight bit of pressure change when its raced up in rmps, and this slight change in pressure blows the oil out the front of the motor by way of the distributor shaft,into one of the holes, there hows that??
