That's weird - my solution to this which is 100% effective is to insert the nozzle just past the small flap - not all the way in but just a tad past. The problem is that - at least in my case - full insertion (said the Vicar to the Choir Girl) causes fuel to backup too quickly because the air can't be displaced quickly enough.

This solution works only if you are bold enough to experiment with various insertion depths - it may not work in California.
