agree with Justin. I just had a buddy come over with a similar condition, the gauge is not moving at all. If it's hooked in the vacuum system, not only should it go into the yellow (and maybe red!) area, but it will go below the line you are talking about, and occasionally will touch the bottom of that sweep.

Check the vacuum lines (Saab c900 troubleshooting 101A & B), there are usually two lines that go in to the firewall and on into the passenger compartment, one from the vacuum pump for the cruise control starts right behind the left hand headlight, runs up and under or around the fuse block and then into the interior. The other usually starts on the intake plenum (big silver thing that the OIL dipstick bracket is attached to) and on my buddies 88 SPG the line was on the vertical surface of the plenum log closest to the firewall, I think it shared a fitting with the large vacuum line that goes to the brake booster, larger hose about the size of an adult finger and runs next to the brake/clutch fluid reseviour. The other thing about an open vacuum system is that it will run poorly, won't hold an idle, or a number of other things. If the line has come off, and there is enough length to trim 1/2 inch or so do it as this helps it stay put.
