Stuck ignition switch and funny bolts.

Hi, I have a 91 900 t and last night the key stopped turning. I can remove it just fine and put it all the way in but it won't turn. Also, the reverse lock stopped working because I can put my key it there and remove it with the car in nuetral. I've tried putting hot water and contact cleaner into the key hole but no luck. I even tried some PB spray, no luck. My next step was to take out the center plastic to get a better look. The plastic came out but the whole shift assembly is held in by three funny shaped bolts. I tried removing them with wire cutters and they won't budge. Any ideas how to get these things out? Am I going to be able to even fix my problem once I get it off?

BTW, the shift assembly still works fine. I can shift into every gear and the plastic stopper still must be lifted to go into reverse.
