Brake Light Socket

I'm having an issue with my brake lights in a 1990 900 S. Basically, the high mount light works but the lower brake lights do not. This rules out the actuator as the problem, correct? Upon further inspection my right light works when the brake is not pressed, but doesn't brighten when the pedal is pressed. The filaments look fine. I noticed that in my left brake light socket that only one of the two contact prongs that are in the right socket are there. Could this be the cause of both lights not working? Is this an open circuit?
