I assume that you have properly inflated the tires... :-)
Rear Saab 900 springs commonly "take a set" and sag (their rate does not change). If for some reason you put used springs on the car that came from two other cars with different mileage (say, from Scanwest's parts supply), then that might be the reason.
Also, on my '89 and so, presumably, your '90, the left rear spring perch has a small shim (less than 1/4"); there's no shim on the right side. Maybe it's gone on your car.
Another thought: if the car has been driven almost exclusively with no passengers, I wonder if the left spring has sagged more than the right.
If the springs aftermarket deals that are shorter than stock, the entire axle will shift to one side, which might give the illusion that one side is lower than the other. (This axle shift is why some people fit adjustable panhard bars to their cars.)
Finally, if you have gas-pressurized shocks, which can *slightly* alter ride height, perhaps you've got a bad one.
