The SEM paint that is referred to in many of the posts you searched, is an elastomeric paint made for painting plastic parts. SEM refers to it as 'Bumper Coater". You can use any SEM "Bumper Coater" paint color you'd like. The color you referred to is the closest to what was originally on the bumper.
SEM also makes a "bondo" style polyester putty that is specially formulated for flexible parts. It is SEM 39458 Polyester Putty.
If you have a good coat of paint on the bumpers that has just faded, you can clean and sand it well with a fine-grit wet paper and then just apply the topcoat. If you get down to the substrate, you can use SEM 39133 Flexible Primer Surfacer first to be sure the topcoat gets a good bond.
If your bumper strips are in tact but look faded and yellow, you can use a plexiglass polish to bring them back.
Best to remove the bumpers to work on them. It's just makes things easier, but it is not necessary.
I used the paint technique that Larry referred to on mine, body color bumpers with charcoal gray embossed areas.
