Not sure if you mean to replace all belts on all cars, or all belts on just one car. I wouldn't replace just one belt on any one car. Do all four.
But if you're talking about the fleet, do the car that gets the most miles first, then do the others at intervals, if you don't know how long it has been. Like do car #1 now, Car 2 in 6 mos, car 3 in a year, car 4 in 18 mos, and then you might be back to car 1 for another set after 30k...
On the cars that don't get a lot of miles, after you've replaced them, just keep an eye on them for dry rot.
