You can try a waterborne urethane. It bonds real well, but I'm not sure if you have to add an elastomeric flexor to it. I've painted several of the plastic 3-piece convertible boots with it and it holds up well on them. I had to spray the final coat with lots of air to cut down the gloss though.
Have you checked with an autobody supply shop, or checked out Eastwood.com or YearOne or one of the other car restoration sites. I'm sure they have interior paints, not sure of toxicity levels.
