The fuel pump motor connects to the output port on the assembly through a short piece of hose. I've seen that hose split or fall off. If that happens, the fuel pump can run all it wants - it is just a gasoline jacuzzi in the fuel tank, and there is no fuel pressure.
Ideally, you could plumb a pressure gauge into the fuel rail and see that you get fuel pressure. No fuel pressure, and I'd suspect the pump. The alternative is to crack the fuel rail and see if you've got pressure. Of course, if you do spraying gasoline can make for an interesting day. I'd try cranking the engine for a bit, and then pull a spark plug. If it's wet, you've got some fuel. Enough pressure? Can't say. Yes, the fuel filter could have gone from being fine to totally blocked. If the fuel filter is old, it wouldn't hurt to replace it.
If the spark plugs are wet, the fuel pump is probably working and you might have a filter problem. If the plugs aren't very wet, I'd suspect the hose in the fuel pump assembly.
