Not certain how this really works, but - Make sure the spring/wire under the pass. seat is connected to the floor (mechanical, not electrical). I think the set up is arranged so that when connected right, the heater is off until someone sits on the seat, which lowers the seat bottom, removes tension from the in-line spring and connection, and makes the electrical contact to heat the seat. Maybe?
