As it sounds like your APC system is not working (you are in base boost). ALWAYS ALWAYS ALWAYS make sure car is 100% before turning up boost ( or attempting to).
Now, refer to those notes you made, and turn the apc back to stock. Then, do some basic diagnostics on the apc system. First, turn ignition on (no start), and check for 12v at the solenoid plug. If you have 12v there, plug the solenoid back in and listen for the click. it should make a click the moment you reconnect (ign still on). If you had a good 12v reading, but no click, solenoid is frozen up. Only happens about 100 times a day on saabs! I have been through a few, and cleaned many. Clean with Carb cleaner and a little wd 40 to finish. I found the best way to get those guys working is to have a 12v hookup and power it on/off repeatedly (it is designed to work repeatedly) while shooting carb cleaner in, until it is clicking good and proper. NO click? maybe got an open circuit in the solenoid, check for some ohms across solenoid (plug off).
After that, do some searches on apc diagnosis, base boost setting, vacuum capsule mods, timing settings, etc.
Better get some properly gapped plugs, new leads, cap and rotor, etc first
