Todd, that part is made of aluminum and the studs are steel. The steel and aluminum being dissimilar metals cause corrosion. I have had luck breaking them free by pounding on the stud with a couple of nuts locked together at the top of the stud, to prevent damage to the stud. I have gotten quite a few off like this.
However, I have one bumper that I have yet to break free, and I have beat the %$#^ out of it.
(uh oh, sounds like Gorilla Removal.....)
