The doppler shift is pretty insignificant with a vehicle moving at 70 MPH or less. Multipath, however, will kill a DTV signal really quickly (it doesn't do much for analog TV, either...). That, and having the signal blocked by structures and terrain.
For those who don't know, Multipath interference is what you get when your receiver picks up strong reflected signals as well as the direct signal.
