Not sure what the solution is, but I can say that this has happened with my 90 900t for the last 6 years. The pump runs continuously when both lights are illuminated, and sounds as if it is running without any resistance. Once you stop and let the car cool, the pump runs, you can hear the resistance increase, the lights turn off, then the pump turns off. I never lost brake assist when the pump was running continously, so I'm not sure if the lights were on because the accumulator pressure was low, i.e. the pump was not working effectively, or for some other reason. I was worried on occasion that I'd burn out the pump, but this hasn't happened. Yet :) If you've already replaced the bomb, I'd say you won't find much to do other than replace the unit. Good luck!
