Oil smoke generally hangs around. Steam, however, does not.
So, it's most likely water vapor. The question is, is it "normal", or is it coolant?
Depending on the weather, a slight trace of steam can be considered normal. If the water vapor is in the air (high humidity), it gets heated in teh cylinders, and appears as steam out the tailpipe. It could also be overnight condensation inside the exhaust heating up and steaming off.
Keep an eye on it for a few weeks, and see if it changes due to time of day, weather, etc. Also keep an eye on your coolant level, though a small leek may take weeks to become a noticeable drop on the level.
