Nick,
I wonder if it's possible to go inside the AC pulley to check the clutch? 5 years ago I had a belt-driven turbo compressor (from some Toyota) that I was going to install onto my ride and it was pretty easy to get it disassembled.
I would suppose that there you'll probably find a worn clutch or clutch being magnetized or a such.
