There is no tried and true rule for how much oil pressure you get at a given RPM. The spec is something like 40 PSI (or so...) minimum at 1800 or 2000 RPM. It's in the manuals, I just don't have them with me.
A stuck open relief valve (the usual mode of sticking...) will show a lower pressure at idle or lower RPMs. A stuck closed (rarer, but still possible) relief valve will show a considerably higher pressure.
Pressure will be higher, often much higher, when the engine is cold, and the oil is thick.
