base timing change, mechanical or mechanic error?

Can driving from sea level to 5500 feet make a classic 900T change it's base timing? I had it set then drove to 5500 feet inland from the coast and now apparently my new mechanic is saying base timing is 3-6 degrees advanced, when I left the coast, it was set at 20-21 degrees advance. My AID (vacuum advance unit) is set to retard timing under boost an additional 10 degrees, so at max boost, timing would be about 10 degrees advance for my 1993 classic 900 turbo saab. Any ideas how this happened, or is it mechanic error, perhaps first mechanic got it wrong, or the new mechanic got it wrong? Any other ideas what causes base timing to change so quickly after only driving approximately 5000 miles??? Setting timing only requires pulling spark plug number 1 and getting it to TDC without it running, then setting base timing from there, it's not rocket science, or am I misssing something?
