OIC. I'm gonna say Hall Sensor then...
There are only three components you need to be looking at here - the Hall-Effect, the ICU, and the FI ECU. And all the wiring in between. But it sounds like a flaky Hall Sensor that isn't giving a steady enough tach signal to keep the FI believing it needs to ground the fuel relay. Could be an ICU, but they generally fail or work.
