I think the cross member is likely structurally important. It spreads the load of the seat across a bigger area, as the body isn't terribly thick or strong on the floor usually. If you built something similar, it would probably be fine. It might also reduce some twisting flex in some circumstances and could also provide some extra impact protection if you landed the car on the door or sill in a crash.
I'd suggest trying a 9-3 seat in the car rather than simply measuring. I don't know much about 9-3 wiring, but I do know that in the 9-5, the memory buttons on the seats also control the side mirrors, so all the wiring for that isn't necessarily integral to the seat. The viggen I used to have seemed to have the same seat memory controls as the 9-5.
I have a leather sparco milano seat in my 91 convertible driver's spot. It's firm, has adjustable lumbar, and flips forward.
I do believe you could use a 9000 aero seat and I know the electronics is integral to that seat, meaning you could provide power to it and use the seat controls. The aero seat would not flip forward though.
