Sometimes the lab coats comes up with a scenario and they have to find a solution for it even if it would never happen in real life.
Many cars have added ground straps here and there for different reasons.
It might be some "disturbance in the force" that made them install this extra ground wire from dip stick bracket down to screw that holds the brake and clutch line bracket to body but I don't know.
I have always dutifully attached it where it should be but I have also seen many cars coming in with it loose with no problems so who knows?
