Doug (and others),
basically I was surprised to hear that Nokian exported their tyres, that thay produced here, into US. So I wondered how did you know that your tires were indeed produced in Russia? They were carrying 'made in russia' label? E22 certification code?
As for the cost and price: they built a modern tire factory in the nothern-west region here not long ago and:
- it isn't the cheapest region in Russia
- labor costs here are not 1/4 of european
- there are some... say... 'other taxes' to be added to the production value
I'm not a Nokian guy at all (never used a single Nokian for my whole automotive life), nor I'm a big patriot of modern RU, but it is very strange for me to hear that somebody gives up only cause of the reason that he discovered that his famous product is now produced not only in Nokia city, FI, but in Vsevolzhsk, RU.
Regarding their tire plant: EU Ford opened their new plant there. The same did GM and other makes. And they needed:
- tires they used to equip their cars with
- tires must be produced locally (otherwise there'll be huge taxes to be applied in 3 years after a plant is run)
It was easier and cheaper to build a new plant rather then redeem existing RU tire factories so they did it.

It's not that hard to spell Vsevolzhsk properly if one spends some time for practice: [vsEvol*sk], where * sounds like hard G in enGine.
