At the least, the hydraulics need to be bled. The factory manual method for this is to remove the pump and cylinders, along with the hydraulic lines, from the car and bleed it on the bench. THe pump goes on the floor, the cylinders on the bench (in a pan), the pump is operated electrically (you'd have to rig something), and you move the cylinders "up" and "down" to bleed the air out, loosening fittings on the cylinders & topping the fluid. Then you put it all back in.
The pump is located under the rear seat, right side.
It could also be a hydraulic cylinder, or even the pump on its way out.
My 1986 CV leaked fluid, but I could never trace it (you'd think there would be a puddle...), and it bled fine & held fluid, or so it seemed...
