I had a similar problem and it turned out the heater control valve was leaking on the injection mold parting line at one of the inlet/outlet tubes. There was a puddle of coolant near the gas pedal. After removing the valve and blowing into it, I could see the leak right away. The seals and mechanical functions were OK. Now I have spare parts when a I get a valve that has a good housing, but has bad seals. The replacement of the HCV takes about 1 hour and lower bolster does not need to be removed. I removed the seat and bent the heater duct over to gain visibility with one eye. Watch out for the heater duct, if it gets loose when folded over it will try to injure you with the sharp metal bracket.. DANGER - this could take out the one eye you need to do this job.
