Sensor ring must have been bent. I would remove the wood-ruff key on the crankshaft and repair/replace the hall sensor. With the wood-ruff key removed, you can then spin the pulley around and check for any of the slots in the sensor ring contact the hall sensor. It just seems strange to me for anything to be bent around the ring since it's bolted onto the inner pulley. This part never flexes like the upper pulley when the rubber laminate that separates them goes bad. The hall sensor mounting bolts need just a very little torque, since too much will crack the mounting ears. Was the sensor ring moved over the the new after market pulley? I do have a part number for the hall sensor for around $25 from an electronics suppliers. Have to also be very careful of belt tightening. One overtightened belt can ruin the new crank pulley very quickly.
