When you release the brake pedal you should hear a click. This confirms that the switch is working properly. If not then the plunger is sticking. I had the issue recently most notably when it is really cold outside and had to use my foot to lift the brake pedal up so that folks trailing me would not have to drive behind me with the brake lights on. The ultimate fix is replacement of the switch.
