I'll bet that someone put a single element bulb in the hole that takes a dual element bulb (the outermost socket). Putting a single element bulb in a dual element socket connects the two circuits which would normally be independent with their own filaments. That would feed current into a circuit at the wrong point and could cause the problem you're having. Rapid blinking normally means that there is a bulb that's not being energized or is defective. It can be at the front or rear on the affected side so check the front turn signal and make sure that a dual element bulb is where it should be in that assembly as well. There is a blinker can under the dash but I can tell you that it's not the problem. It doesn't distinguish left from right so if the left turn signals work then the can is OK.
