AIC valve/base idle speed

1988 900S, 16 valve, 5 spd, 177K miles. 2.4 injection
I set my base idle speed with the engine warm. When I capped off the two AIC hoses the engine wouldn't stay idling at all. I adjusted the idle to approx 650 rpms and it stays idling fine and doesn't stall when you rev it up and let it settle back down. I removed the AIC and cleaned it again which I've done a number of times to resolve the erratic warm idle problem that still exists.
When I hooked the two hoses and AIC back up, it idles at around 1400 rpms warm. Am I doing something wrong with setting the base idle, or is the AIC valve the problem? If I put an ohm meter on my 2 terminal AIC valve, what reading(s) should I be looking at?
