Mirror itself is not loose. It's the black plastic part that rattles in the wind. One suggestion is use small plastic shims to bridge the gap from the mirror holder to where it meets the car. I could do this but wonder if there is a way to tighten screws or tighten it a proper way. Thanks for the ideas.
