They should have only gone in with 10-20 ft-lbs, but that has nothing to do with what they'll need to get out, eventually, especially with a steel bolt in an aluminum head.
First, don't even try with a allen "key". Invest in a set of allen "sockets" that you use with your ratchets like you would a socket. This way, you can apply the right force with the right tools, even that 24" 1/2 drive breaker bar.
Second, when trying to turn them out, just apply steady pressure. No yanking or bouncing. Make sure the allen key stays straight in the bolt.
Things you can try:
- drive the car around the block a few times, then attempt to remove the bolts while the motor is still at operating temps. Might want to invest in some mechanics gloves, as things will be hot.
- get a can of PB Blaster, Kroil, et. al. and spray around the head of the bolts. hopefully, some will penetrate into the threads. Get the motor hot again, and repeat until the bolts come out.
- worst case, you may need to apply some REAL heat to the bolt with a small torch. This would be for severe corrosion, and/or application of the wrong kind of thread locking compound by a previous owner. Hopefully, it won't come to this.
When putting it back on, use a few dabs of Anaerobic gasket maker (aka Loctite/Permatex 518) to keep the o-ring in place while you place the valve cover back on the motor and start the screws. Not too much, just enough to hold it in the groove in the cover.
