The ignition switch will not engage unless the pin is depressed. The little tetter-totter gets pushed down on one end by a pin in the lock cylinder as the key is inserted. The other end of the tetter-totter pushes a pin into the ignition cylinder which allows the switch to turn. Without the pin in, the switch is locked.
IIRC, the end reverse-lockout mechanism needs to be to the right of the shifter shaft when installed.
