I've had those that were so tight they required oxy-acetylene heat to loosen but don't do that, I was doing it on empty cases on my workbench. Something that usually works is to get a large pipe wrench and grab the outside of the plug head. Slide a long length of pipe onto the pipe wrench (a cheater) and have at it. It will make notches in the plug head but that doesn't hurt it. Be real sure that you are turning it the correct way or you'll bust the case (counter-clockwise like any ordinary bolt).
