At least not a C900! Fogs on a C900 are wired completely independently of the turn signals.
The fog lamp relay gets its ground via the high beam filament of the left hand headlight. When you switch to high beam, that puts +12v on both sides of the relay, causing the relay to drop, shutting off the foglights.
At least, that's what's supposed to happen.
I appears that your fog light relay is getting a ground someplace else, and that it is happening with the turn signals. Do the fogs flash in time, or alternate to the turn signals? That might be a clue as to where the wiring problem is. It could be a problem with the ground point near the headlight.
