I was describing the aux air valve - apologies
the Warm Up regulator can also be disassembled, adjusted and should not be model specific though the fuel line fittings might be unique
all it does en richen the mixture until the engine is warmed up by controlling fuel pressure
there are a few sights describing how they how work and how to take them apart
here are three:

the first is excellent
keep your old one and get the turbo one and if necessary you could make a functional unt from both
they also use 12 volts to "warm up" but then rely on engine heat to modify fuel flow. so even if the 12 volt heater isn't working it will eventually work anyway - its actually pretty crude in what it does - simply reduces pressures so you get more fuel at the outset
the test procedure is similar as the AAV I described - place in a cool place and then see if you can blow through the ports - as the unit heats up the flow

You' be surprised how much info you can dig up on k jetronic (CIS) by looking at the diagnostics for other makes that used it - BMW, Porsche, VW for example.... bad habit rabbit is good
The Probst book may also be useful
