First, thanks to all for the helpful advice. Now let me tell you what I did. It seems to have worked. As per gtreatlarz' suggestion (and as affirmed by CMyles) I centered the steering rack (3 2/3 turns from lock to lock) after d/c-ing the tie rod ends. I turned each end in by 13 full turns and then retorqued the ends and mounted the tires with two lug nuts each. With the tires raised slightly (~1/2 in) off the floor of my garage I placed a 7" wide plank of 3/4" board across the bottom of the tires and used a framing square to mark the extremes of the rims (i.e., the diameter) and used a pencil to extend the marks across the plank and then to mark front and back edges on the floor.

Initial measurement (including the board thickness on both sides) had it at 162.4 cm across front, 163.4 cm across the rear of rims-- 10 mm total toe in, 5 mm per side. Aiming for the 1-2 mm toe suggested by CMyles, I turned the control rods out 1/2 turn each, re-marked and remeasured, found total difference was reduced to 7-8 mm (3.5-4 mm toe-in per side). I went for another 1/4 turn, then an eighth of a turn, and stopped messing with it when the difference (rear rim to front) was ~3.5 mm.

I cinched down the stop nuts, reattached the spring clamps on the inner end boot and took it for a drive-- no issues: no pull, no wobble, and the steering wheel is just a wee bit off the horizonal; at this point I'm not inclined to mess with it any more but will recheck and report similar measurements in a week or so.

Again, thanks to you all-- this board and community is an absolutely incredible resource, I couldn't own and maintain a Saab without your generous helps.
