As others have said, the copper U bypass has got to be there for a reason other than not wanting heat. Something has failed and that's why they bypassed it. A couple reasons: either the heater valve sprung a leak in the cabin (common), or one of the connections at the firewall was broken (not uncommon--they're plastic). Either way, it's best to pull the heater valve and repair or replace it before reconnecting the hoses.
