I could use some advice on turbo repair

I've been chipping away at the issues on my new to me 1990 900 turbo convertable.What I hope is the last of my eng problems is the turbo.The turbo unit at idle would make a slight ringing noise kind of like a loose heat shield but would go away with any throttle movement and I didn't think I was getting full boost,well I wasn't.Come to find out the waste gate was stuck open.I disconnected the actuator and it was fine.Today I remove the waste gate and housing to find that it was binding up on the bottom of its housing.the ringing turned out to be the actual (paddle?)of the waste gate vibrating on the side of the housing.now I believe if I use a dye grinder and remove just a bit of the housing below were the gate sweeeps I will fix the binding problem.I have the funds to buy a new turbo unit but I would hate to waste the money because the turbo itself has no end play and very little side play,burns no oil and very litle gets into the intake.on the other hand I would hate to do this job again in a year.can the waste gate assy be purchaced seperate from the turbo?any suggestions welcome.PS those locking nuts on the exhaust are the spawns of hell.
