The fuel gauge issue is probably the sender. It is located in the gas tank. You can access it through the floor in the hatch or trunk of the car. You'll need to make a special tool to remove the threaded ring and get it out of the tank (see pic). Usually what happens is that it separates into a couple pieces and the wire on the floater disconnects from the sender. They can be fixed if they are not too messed up from sloshing around in the tank a long time.
The gauge cluster is just illuminated by two overhead bulbs. The gauges themselves are not lit. You can access the bulbs by removing the dash speaker grill (2 small torx screws). It could be that the bulbs are dead, or that the seat has gotten tarnished. The 2 bulbs are in sockets that twists into the back of the cluster. They seat on copper foil on the back of the cluster. If the contacts or the seats get tarnished they don't work. You can use emery paper to clean them and then try re-seating them to see if they come back to life. Sometimes if you twist the sockets back and forth in the seats it is enough to get them to come back on.
