Cold Start Problem

A friend has a 1986 900 Turbo since new.He recently had a rehab of all major systems and components to make it look and "almost" run like new! It was done by a local Boston Saab dealer. Now there is one unsolvable problem: it is very hard to cold start. It cranks but stumbles until it finally gets warm and then runs fine. I had 2 of these models (my total is 12 Saabs since 1972, beginning with a 99) and I seem to remember there is a "cold start valve " that may be the problem. Interestingly the Saab service mechanic has been unable to fix this. Any thoughts? Thanks.
