Engine timing - flywheel resistance on 2nd revolution

Head Gasket replacement process I've set the engine time ensuring the cam gear marks are perpendicular to head. Rotated the engine counterclockwise to 30 degrees and back to zero seemed ok. Saw movement on both cams though the intake didn't move as far off the mark as the exhaust. Rotated back to zero and everything appeared aligned.
Began the rotating of the flywheel two revolutions, the first revolution seemed fine and found a method of lodging the screwdriver just at the plastic housing and could move it two or so teeth. After going past the timing marks I made it maybe 30 or so teeth before it became very difficult to turn. I am concerned that it almost feels stuck. Am I forcing something and may bend a valve? What should I do next? I don't want to turn the engine all the way back to the timing marks do I?
