I had a similar problem a couple of years back. As I understand it, there is a relatively large current draw at the stalk lever when you call for washer pump engagement. This causes pitting/corrosion of the contacts until conductivity becomes insufficient to get the pump to whir into action.
There may be how-tos here re cleaning the contacts but the fix in my case involved installation of a relay switch near the pump that can "see" the weak current from the stalk switch and draw power directly from the battery to operate the pump. The first step for you, then, is to use a voltmeter to see if there is any power sent to the pump leads when the stalk switch is engaged. If so, I'd suggest hot-wiring the pump to the battery to make sure it will work if supplied with voltage (bypassing the switch).
