If you can get a dremel cutting tool down to the bolt head, cut a straight groove across the bolt head. Purchase an impact, straight blade, screw driver tip and place it into a socket. Might help to put lateral pressure against the ratchet wrench while loosening. Fit/cut the impact blade deep to ensure full contact. The only other way would be to tack weld a nut to the bolt head.
