It is there to help cool down engine from super heating after a long run in hot weather and parking it on a hot asphalt parking lot and the residual heat from engine is trapped under the hood.
The temperature and pressure goes crazy in those circumstances and having the fan run air through the radiator and over engine block helps cool it down quicker.
The cooling fan would not start anyway even with time delay relay if it wasn't for that the fan switch is closed due to hot temperature.
Even today's cars have similar features but it is built into the logic of whatever computer running the cooling fan scheme.
As a side note. A few years ago I was running some errands with my Volvo and after parking it outside the shop, about 10 min later I hear this bam, and look out to see coolant gushing from my car. It had cracked the radiator tank about 4" long from over pressure. The radiator was about 3 years old but probably had a weak defect from factory and broke before the pressure was reached on the expansion tank cap.
The release pressure on the cap on most cars nowadays is way over what's good for the cooling system after a few years of use so don't expect the cap to release before it starts to pop one hose after the other.
