Insulating the AC expansion valve

I am currently redoing the AC on my '91 convertible. I have replaced the compressor, condenser, dryer and expansion valve (and all rubber washers). When I opened the black plastic container which houses the expansion valve and evaporator, the expansion valve itself was wrapped in a thick black gooey tape/insulation.
Is it necessary to replace the insulation around the expansion valve, when reassembling the valve to the evaporator?
