Reading your post carefully I would bet that you have a leak in the induction system, probably one of the induction hoses or pipes is split. I sincerely doubt that a bad turbo is causing this condition. You say that the car won't exceed 65 MPH and a C900 with no turbo at all will go 125 (it just takes longer to get there) so this isn't a turbo problem. The stutter or stumble on acceleration does also suggest a fuel delivery problem and you did get a new fuel pump and anything that's been changed has the potential to be the source of the problem but I'd look for an induction leak first. Air entering the induction plumbing after the AMM will cause a lean mixture and poor performance (stuttering) and make certain mechanics want to replace the AMM, fuel pump, etc., etc. Your post has the ring of a story about a mechanic replacing part after part when the problem is actually an induction leak. If I had a puppy for every time I've seen that (and done it myself) I'd be running a puppy store!
Also (you probably know this), if the new plugs aren't NGKs and the new cap and rotor aren't Bosch and the wires aren't Bougicord then (in my experience) you are virtually wasting your time trying to diagnose a performance problem. Look for an induction plumbing leak, they can be hard to see, you usually have to remove the pipes and hoses and inspect them inside and out very carefully and then you find it. If you have another turbo that runs right it's sometimes easier to just swap the hoses one at a time until eureka.
