you can put the vacuum line on the bleed valve on top of the thermostat housing to set your timing.
as noted, on the turbo the Timing is 16Degrees BTDC. if your timing light can be adjusted for the offset... you want to see the O degrees on the flywheel. if it can NOT be adjusted (lots are like this), then you want to see the degrees number on the flywheel mark. it helps the next time you have the cover off to clean and mark with a dot of white paint the appropriate mark that works better with your timing light.
also, as to the reference for TDC in the plastic cover next time you have the over off... look at the the part of the aluminum end where the cover screws in (that 10mm head bolt) and towards the drivers side (even with the hole in the cover) there is a vertical line molded in that aluminum plate. it is also a reverence point
lastly if your cam chain and cam sprockets are in reasonable condition, and the tensioner is installed and working.... if you put the distributor such that the bottom of the vacuum canister is approximately parallel to the ground... you are pretty close to correct timing. enough such that the car should start and idle. AND after all this... you can see the reference groove on the distributor base where it turns on the head. You can scribe or paint a mark on the head to align with that too if you like.
