Thanks for all the responses, I'll probably head to a few body shops this weekend and get some quotes. I thought of finding someone off craigslist and will look into that.

The glue method looks promising too. However, I looked a the fender on the car and it appears the rust has spread into the inner fender along the seam at the wheel well. It seems some of the inner fender will need to be left on the new outer fender and welded in as well. I dont know if the glue would work in this case. Seems like this car needs pressional help.

As for buying a welder, if I had time I would love to do just that. But this is my brothers daily driver so we cant afford to have it off the road while I learn how to weld:D Someday though...
