Jeff,
although it's quite obvious, but many folks do not know that voltage measurements must be carried at the load. I mean that you should check if there're 12 volts at relay terminals at the relay itself, not in the socket.
There're many reasons for that and one is that imagine that a wire is 98% broken: I mean that there's only one thread alive and 49 others are broken. Such wire will be able to give you 12V across the pins in a socket, but should you carry out the measurement at the load that's connected to such wire - you'll get smth like 0.1V
