Almost impossible to turn steering wheel!

On my '90 SPG, it's almost impossible to turn the steering wheel, whether the car is running or not. It makes for interesting driving. The wheel doesn't return to center either.
While investigating, I did find a small needle on the driver's side floor -- probably from that no-longer-available needle bearing that's in the steering shaft somewhere. Would a disintegrating bearing cause this kind of problem?
I tried heating the lower U-joint and re-greasing it, but no success.
If I have to replace the steering shaft with a good one which would include the needle bearing, would that be the upper shaft or the lower shaft?
